An alumnus of Kutztown University, Dr. Garrison has more than 15 years of criminal justice academic and practical experience. He served as the Project Director for the initial Wilmington Hope Commission in 2005-2006 which developed the "Wilmington Plan" to reduce crime and violence in the City of Wilmington, Delaware. Prior to his service on the Hope Commission, Dr. Garrison was the Planning Director and Senior Researcher for the Delaware Criminal Justice Council (CJC). During his 11 years at the CJC he supervised the planning of various federal criminal justice program funding sources including the Byrne Memorial Block Grant, the Weed and Seed grant, and the Juvenile Justice grant. As Senior Researcher, Dr. Garrison wrote more than 25 policy reports and evaluations on various initiatives including drug treatment, adult and juvenile crime prevention and reduction programs, crime pattern analysis, and law enforcement crime reduction programs and has presented more than 30 papers at various state, regional, and national criminal justice and policy conferences. He has published more that 20 articles in peer reviewed journals and law reviews including The New England Journal on Criminal and Civil Confinement, The Journal of Police and Criminal Psychology, Police Studies, Issues in Child Abuse Accusations, The American Journal of Forensic Psychology, The American Journal of Trial Advocacy, The Journal of the National Council of Juvenile and Family Court Judges, Youth Violence and Juvenile Justice, Court Review: The Journal of the American Judges Association, The Journal of Supreme Court History, The Journal of the Institute of Justice and International Studies, Cumberland Law Review, Criminal Justice Studies, and Professional Issues in Criminal Justice. Prior to arriving at Kutztown, Dr. Garrison was the Senior Criminal Justice Instructor at the Philadelphia Campus of Kaplan University.
